Air Navigation Services Safety Division ensures ANSP’s ability to manage safety risks and provides effective management of safety at organisation level. The ANSSD is responsible to ensure ANS manage their activities, safety performance and resources effectively, while gaining a greater understanding of their contribution to aviation safety. The ANSSD is led by the Director of Safety responsible to the DCEO(O) and assisted by the Deputy Director of Safety Policy and Standard.

ANSSD consists of 14 officers, inclusive of a Director and his personal assistant. Based on the current establishment warrants, all personnel are air traffic controllers ranging from PKTU A41 up to PKTU A54 except for the personal assistant to the Director of Safety who is an Office Secretary PSP N22.

ANSSD is responsible to the DCEO(O). The Division is led by the Director of Safety and assisted by the Deputy Director of Safety Policy & Standard.

ANSSD is responsible for the implementation and maintenance of an SMS to the ANS organisation. SMS framework is used to provide a systematic approach to achieving acceptable levels of safety risks and to ensure an effective management of safety.

CAD 19 – Safety Management specifies the framework for the implementation and maintenance of an SMS. Regardless of the service provider’s size and complexity, all elements of the SMS framework apply.

The SMS framework is made up of the following 4 components and 12 elements as listed below:

In discharging its responsibilities based on the SMS framework, the division was subdivided into 3 units, namely:

  1. SMS Unit;
  2. Investigation Unit; and
  3. Audit and Quality Unit.
