State Safety Programme (SSP) is an integrated set of regulations and activities aimed at improving
safety. The International Civil Aviation Organisation (ICAO) requires a State that is a signatory to the
Convention on International Civil Aviation (also known as the Chicago Convention) to have an SSP.
SSP consist of four important components:
• State safety policy, objectives and resources;
• State safety risk management;
• State safety assurance; and
• State safety promotion.
In Malaysia, these four aspects are within the purview of Ministry of Transport through the Civil
Aviation Authority of Malaysia (CAAM) and the Air Accident Investigation Bureau (AAIB).
